Punggol to get 7 signature waterfront housing districts
Tuesday, Oct 16, 2012
SINGAPORE - HDB today unveiled the next chapter of Punggol's development with a plan expected to take Punggol through the next five to 15 years and beyond.
Notably, Punggol's next phase of development will see seven signature waterfront housing districts, each with its own distinct character, created to give residents a stronger sense of attachment to their neighbourhoods.
This was announced by National Development Minister Khaw Boon Wan at the HDB Awards ceremony.
The districts to be developed are Waterway East and Waterway West, which are currently already under development, and new areas at Northshore, Matilda, Punggol Point, Crescent and Canal districts.
In addition, HPB is looking into developing the area's town centre into a new "Punggol Downtown" - which will feature more civic spaces such as a town square and waterfront market village.
Residents can also look forward to more recreational spaces and commercial amenities such as a new sports complex, horse riding centre, community club and hawker centre.
As Punggol urbanises and develops, HPB said it will be building more green parks and green corridors to be integrated with the waterfront promenades.
The existing My Waterway@Punggol and the Punggol Waterway Park will be enhanced, with green spaces expanding towards the north.
Collectively, these open spaces - in which the town centre will be located - will form the "Green Heart" of Punggol, while green linear corridors spreading out from the Green Heart will be available for recreational use such as jogging, cycling and brisk walking.
As the town's population is expected to grow, Punggol's transport infrastructure is to be enhanced, with cycling tracks to be built in tandem with new roads to encourage clean commute.
"As HDB's first eco-town, Punggol continues to serve as a good platform for the pursuit of green initiatives and sustainable solutions," Mr Khaw said.
This is also in line with the Government roadmap's second thrust to develop sustainable towns.
More details will be available closer to the actual launches, Mr Khaw said.

Punggol Point Walk waterfront destination launched
20 Nov 2011
It's the second zone to be opened as part of the S$16.7 million Punggol Promenade.
When fully completed next year, the 4.9 kilometre-long waterfront promenade will connect two recreational clusters along the north eastern coast of Singapore.
Lee Howe Ming, executive architect of Conservation & Urban Design Group at Urban Redevelopment Authority, said: "What we are trying to do is to really bring people back to Punggol Point, make it as a recreational node by building this nice park. It's also well connected along the coastline to other recreational options along Punggol such as your My Waterway@Punggol, Lorong Halus Wetlands "
Visitors to Punggol Point Walk will not only enjoy the seabreeze from the viewing deck but also take in the panoramic views of the Straits of Johore.
The deck, which marks the end of Punggol Road, can hold some 300 people and also serves as a shelter to users of the jetty.
There's also a giant lily pond, a children's playground and an events plaza at Punggol Point Walk.
Footpaths and cycling tracks will link up with park connectors along the Punggol and Serangoon Reservoirs, forming a continuous 17 -kilometre loop around north-eastern Singapore.
When the last stage of the promenade, the Nature Walk measuring 2.5km, is completed early next year, the public can make their way from Riverside Walk in Punggol East to the Sengkang Riverside Park.
Lee Howe Ming said: "Punggol Point Walk is just one of three segments of Punggol Promenade. So when the entire Punggol Promenade is open early next year, it will also be connected to park connectors that will run along Punggol and Serangoon reservoirs.
"So eventually all this will link up to form a north eastern park connector, a network loop, so that's about 17 kilometres.
"And this will also be connected in the future to the round island cycling routes, so that's about 150 kilometres."
"Singapore is a small island but by doing all these park connectors we're giving a lot more recreational options to residents in Singapore."
There'll also be a soon-to-be opened horse riding school at Punggol Point.
A site has also been reserved at Punggol Point Walk for F&B outlets in the future.
"We hope that Punggol Point Walk will offer respite from the hustle and bustle of city life to the residents in Punggol and allow visitors of all ages to relax and soak in the idyllic atmosphere," said URA Chief Executive Officer, Ng Lang.
"This latest recreation destination is a collective effort from the project team, leaders and residents from the grassroots and constituency, the agencies from the public sector and supporters from the private sector."
The Punggol Promenade is the latest in a series of improvement projects that the URA has undertaken to enhance the living environment. Others include the Southern Ridges, the Woodlands Waterfront and the soon-to-be completed Labrador Nature and Coastal Walk.
It is also part of URA's Rustic Coast Proposals, which aims to connect the five coastal areas - Pulau Ubin, Changi Point, Pasir Ris and Coney Island and Punggol Point URA's Parks and Waterbodies and Identity Plans to open up coastal areas and introduce new recreational activities and amenities for residents to enjoy.

'Venice of Punggol' opens
Sunday, Oct 23, 2011
Speaking at the opening, PM Lee said he was happy to witness the completion of the waterway, which some call 'Venice of Punggol'.
He recounted how it was a long journey to complete the waterway, after initial plans for Punggol 21 were affected by the Asian financial crisis.
However, the plans for the waterway were revisited and improved after the economy recovered.
PM Lee said in his speech that Punggol Waterway was a central feature of the Punggol 21 Plus plan to transform Punggol into the "Waterfront Town of the 21st Century".
He also said there will be 23,000 families living in Punggol by the end of 2011, with a new commercial hub and town plaza by Punggol MRT by 2015.
The project cements Punggol's claims as Singapore's first 'eco-precinct', where every aspect, from building orientation to solar panels to rainwater harvesting, is based on sustainability.
PM Lee said he hoped Punggol residents would treasure their new surroundings as it was doubtful such a waterway could be built in other estates.
The Government will also be investing $10 billion over the next 10 years in upgrading projects to improve living conditions in older estates like Yishun and East Coast.
He also asked for Singaporeans' support and residents' partnership in these upgrading projects.

Two new reservoirs help boost Singapore's water supply
Sun, Jul 03, 2011
PUB announced today that they increase the water catchment areas from half to two-thirds of Singapore, together with the Marina Reservoir.
The milestone achievement was celebrated in a ceremony officiated by Dr Vivian Balakrishnan, Minister for the Environment and Water Resources.
Speaking at the ceremony, Dr Balakrishnan said that Singapore is "well on our way to self-sufficiency" with imported water from Johor, NEWater, and desalinated water providing Singapore with a sustainable water supply.
Created by the damming of Sungei Punggol and Sungei Serangoon, the Punggol and Serangoon Reservoirs will collect rainwater from estates and areas within Punggol and Sengkang, and parts of Hougang and Ang Mo Kio.
This is in line with PUB's strategy to create estuarine reservoirs by damming the major rivers to collect and store as much of the 2400mm of rain that it gets annually.
The Minister also urged Singaporeans to play our part to make sure the reservoirs stays clean. He said: "As we look forward to these new developments, it is important to note that we need community support and community participation because we need to keep our areas clean. If you just stopped to think about it, every drop of rain that falls on the ground or lands in our drains, ends up in a reservoir and ultimately in our drinking cups. And that requires all of us to play our part to make sure it stays clean and safe."
Waterfront living in the heartlands
Besides enhancing water supply, residents of Punggol and Serangoon can look forward to waterfront living in the heartlands with a myriad of attractive and lifestyle choices lined up along the banks.
Envisioned as a ‘waterfront town of the 21st century’, Punggol Town will soon become a commercial and social hub, with a 4.2-km waterway that connects both reservoirs running through the estate and town centre.
Located right in the midst of Punggol Reservoir, the ABC Waters project - Sengkang Floating Wetland – links the Anchorvale Community Club to the Sengkang Riverside Park via a bridge on one side, and a boardwalk skimming the water surface on the other. While helping to keep the water clean by natural processes, the wetland also provides a habitat for fish, birds and other wildlife, enhancing the biodiversity there.
Lorong Halus Wetland along Serangoon Reservoir collects and treats water passing through the former landfill, preventing it from flowing into the reservoir. This helps safeguard the quality of water in Serangoon Reservoir.
Like the Sengkang Floating Wetland, the Lorong Halus Wetland is developing into a natural habitat for wildlife over time. Members of the public can also go on the nature trails to learn more about wetland, the plants, and various wildlife that thrive there.
Dr Balakrishnan said: "Punggol Town will also serve as a 'living laboratory' to test bed new ideas and technologies in sustainable development.
"Work on the first Eco-Precinct, named the Treelodge@Punggol, is already underway, with eco-friendly features such as the collection of rainwater to wash common areas and rooftop greening."

Tiong Seng wins S$192m contract from HDB

SINGAPORE : Mainboard-listed construction group Tiong Seng Holdings has won a S$192 million contract from the Housing and Development Board (HDB) for the construction of Waterway Terraces in Punggol West.
The building contract includes construction of electrical substations, car parks, a mini-market and ancillary shops, an education centre, child care centre, residents' community centre, student care centre, a green rain garden, linkways and related civil engineering works, the company said.

The project is designed with eco-friendly features in line with HDB's plans to develop Punggol into an eco-town.
Waterway Terraces has already been conferred the Green Mark (Platinum) Award for its eco features.
Tiong Seng said works on the project will commence in April 2011 and is expected to be completed by September 2014.

Waterworld
As published in The Straits Times
13 Mar 10 (Saturday)
By Tay Suan Chiang
Imagine walking along a horseshoe-shaped bridge on a Sunday morning, catching the first glimpse of the sun as it rises from a waterway.
Or in the evening, heading to another similarly shaped bridge, but this one with a shaded dome, where you can see the setting sun reflected in the water. And best of all, there is no need to travel overseas to enjoy these scenes.
By the end of the year, all this will be possible when a 4.2km waterway at Punggol is completed.
Besides viewing sunrises and sunsets, visitors to the more than $25 million waterway, called My Waterway@Punggol, will be able to kayak or canoe as well as dine alfresco.
Four footbridges will provide access to both banks of the promenade. Two of them will be prime spots to enjoy sunrise and sunset views.
Construction of the waterway is underway on an empty field in Punggol that is parallel to Punggol Drive. The waterway is being built by damming two rivers at the east and west of Punggol, the Sungei Serangoon and Sungei Punggol, to form two reservoirs to meet Singapore's increasing water needs.
When completed, the waterway will link the two reservoirs to transfer water from one to the other.
Mr Alan Tan, principal architect and a deputy managing director at the Housing Board (HDB), which is in charge of the project, says that together with national water agency PUB, they saw that the waterway could 'complement the housing parcel for waterfront living'.
In May 2008, a landscape masterplan competition for the waterway was announced.
Local firm Surbana International Consultants and its Japanese partner Sen Inc were named winners in December that year.
The winning proposal not only showcased what could be done along the waterway, but also featured four distinctive footbridges that were both functional and reflective of the surroundings and Punggol's history.
'We want to give visitors an experiential journey from one end of the waterway to the other,' says Mr Tan.
Surbana's senior architectural associate Bonita Tan says the bridges are about 1km apart, helping give easy access to both sides of the 20m- to 60m-wide, and 4m-deep, waterway.
She adds that the two footbridges where the waterway meets the two rivers are designed to project out into the rivers, so visitors can fully enjoy the views of the sun rising and setting.
Another bridge, which resembles stilts on water, has been nicknamed the 'kelong' bridge.
'We wanted to bring home the idea of old Punggol,' says Ms Tan.
Back in the early days, Punggol was a fishing village and there were many kelongs that dotted the area. 'Walking on this bridge gives the experience of walking on water, like on a kelong,' she adds.
The last bridge, which will lead to a future commercial centre, has a more modern look. 'But it will have an undulating form that reflects the nature of the landscape,' says Ms Tan.
To make the bridges blend in with the surroundings, she says materials such as composite timber and steel, which will be painted for a more rustic look, will be used.
'There will also be plenty of greenery on the bridges,' she adds.
The team is also working on creating a heritage trail along the waterway to remind visitors of Punggol's transformation.
For example, photographs of Punggol during its early days will be put up along the waterway.
On a 280m-long wall at Punggol town centre, there will be panels depicting the old Punggol.
'It could be motifs of fishing villages, or even chilli crab, since the dish is well-known here,' suggests Mr Tan.
My Waterway @ Punggol is the first of its kind to be built in Singapore. It is part of the transformation plan to turn Punggol into a waterfront town.
Catching the sunset at Punggol
Plans for Punggol's makeover were first announced in 1996, by then Prime Minister Goh Chok Tong. But the Asian financial crisis halted the town's development.
Developments have accelerated in the last two years since Prime Minister Lee Hsien Loong offered a new vision for it in his 2007 National Day Rally Speech.
Today, the town has a population of about 53,600 and this is projected to grow to 70,000 by next year.
The Government aims to build an extra 21,000 homes along the waterway, comprising 60 per cent HDB flats and 40 per cent private homes.
Last November, the HDB unveiled the winning design for the first batch of flats that will line the waterway.
Designed by international architectural firm Group8asia and local firm Aedas, there will be 1,200 flats featuring sky terraces, roof gardens and panoramic views of the Punggol Waterway.
The HDB hopes to offer these flats for sale this year and residents are expected to get their flats by 2014 or 2015.
While Punggol resident Tan Bee Bee, 24, is not living near the waterway, she is excited about it. The tertiary student lives a five-minute drive away.
'I can imagine it will be so scenic then and I won't have to travel to East Coast Park to view the sunset,' she says.

Winning Design for Punggol Waterfront Housing Design Competition
Group8asia, an international architectural firm has emerged as the winner of HDB’s Punggol Waterfront Housing Design Competition. In partnership with local design firm Aedas, they will set the benchmark for the first public housing parcel along the Punggol waterway.
Minister for National Development, Mr Mah Bow Tan, announced the winner of the Punggol Waterfront Housing Design Competition at the HDB Awards Ceremony today.
More than 100 firms participated in the competition, half of which were foreign firms from as far as Spain, the Netherlands, Japan and Hong Kong.
Punggol Waterfront Housing Design Competition
The two-stage design competition was launched in December 2008 to generate fresh, innovative and new design ideas for high-rise public housing along the waterway. Participating firms were required to incorporate new sustainable development concepts and features to realise the theme “Green Living by the Waters”.
The first stage required participating firms to propose urban and new architectural concepts for the housing district. The top five firms were then short-listed for Stage Two, where they further developed their design concepts proposed in Stage One into a more thorough and implementable architectural design that included landscaping and other detailing.
Interesting Forms, Livable Concepts
The winning design by group8asia and Aedas stood out from the rest for its sky terrace concepts, with spaces for roof gardens. The design enabled a large proportion of units to enjoy scenic views of the waterway. Other winning attributes include:-
· Resort-like design of the development;
· Functional and workable layout of site;
· Visually pleasant and refreshing housing forms that could be replicated along the waterway.
Singaporeans can look forward to the launch of the award-winning development in mid-2010. Comprising 1,200 units, the development offers residents an eco-friendly housing experience by the waterway. Residents will enjoy resort-style housing, which leverage on the attractions of the waterway and the promenade. It is expected that the project will be constructed and maintained, at a cost comparable to other public housing developments in Singapore – in the spirit of providing quality public housing at affordable prices.
Good Progress in Punggol
The Remaking Our Heartland (ROH) plans for Punggol continues to take shape. The Punggol Waterway will be completed by end-2010. When completed, Singaporeans will be able enjoy many activities along the waterway – from water sports (eg. kayaking) to a leisurely stroll along the promenade of the waterway.
Exhibition
HDB will hold an exhibition on the Punggol Waterfront Housing Design Competition at the HDB Hub from 11 to 22 Nov 09. The exhibition will then move to the Punggol 21+ Gallery (next to Punggol MRT Station) from 26 to 29 Nov 09. The exhibitions will serve to provide updates on the development plans for Punggol and as a platform for public consultation and engagement.
ABOUT THE COMPETITION
HDB organized “Shaping My Punggol” exhibition in May 2008 as part of the overall Remaking Our Heartland Plans for Punggol Town. One of the strategies for Punggol is to introduce more housing choices. On 12 Dec 08, HDB launched the Punggol Waterfront Housing Design Competition for the first public housing parcel along Punggol Waterway. This marked an important milestone in the remaking plans for Punggol to realise its vision of “A Waterfront Town of the 21st Century".
COMPETITION OBJECTIVES
a) To generate fresh, innovative and new design ideas for high-rise public housing along the waterway;
b) To secure the best housing design and concept for the first waterfront parcel; and
c) To introduce new Sustainable Development concepts and features to realise the theme "Green Living by the Waters".
SCOPE OF COMPETITION
The competition was held in two stages:
Stage One
In Stage One, participating firms had to propose a local masterplan, the urban design concepts and new architectural concepts for the Housing District West (total area is approximately 26.6 hectares). Firms had to include the following uses within this housing district: residential, common green, educational institutions, religious sites and petrol station.
Stage 1 of the competition closed on 17 April 09.
Stage Two
5 firms were short-listed to advance to Stage Two, where they were required to form their own multi-disciplinary teams to further develop the design concepts proposed in Stage One into a full architectural design solution. The area to be designed and developed is approximately 4.9 hectares, comprising Parcel A (1.8 hectare), Parcel B (2.7 hectare) and a common green (0.4 hectare).
Stage 2 of the competition closed on 11 Sep 09.
