Early morning blaze in Punggol coffeeshop

An early morning blaze in a coffeeshop at Punggol resulted in the evacuation of 30 patrons.

At about 1 am today, a chinese stall in a coffeeshop at Block 198 Punggol Field caught fire, and the patrons self-evacuated.

The fire was put out in ten minutes and no one was injured.

In his National Day Rally speech on 18 August 1996, then-Prime Minister Goh Chok Tong announced the Singapore Government's plan to develop Punggol, known as "Punggol 21". Punggol 21 was a new model for housing Punggol, which would feature a new concept in housing as a model for new towns in the 21st century. It would have a mix of private houses, executive condominiums, and high-grade HDB flats grouped into smaller, distinctly designed estates. Each estate would contain between 1,200 and 2,800 units, with a common neighbourhood green. Every housing unit would be located within 300 metres of the nearest LRT station. Schools, libraries, and community clubs would be clustered for convenience, and there would be three commercial centres, including shopping centres.

A few months after the speech, Punggol 21, which was part of Cheng San Group Representation Constituency then, became an election carrot for the People's Action Party (PAP) to beat a Workers' Party team led by J.B. Jeyaretnam and Tang Liang Hong. At the general election in 1997, the five-man PAP team managed to retain Cheng San GRC with 54.8% of the valid votes.

However, Punggol 21 did not materalise fully as Singapore's economy was affected by the Asian economic crisis in 1997. Although construction began the next year, it was stopped when demand for new flats fell sharply. Plans were again delayed when the construction industry in Singapore experienced financial troubles in 2003. As a result, only some 16,000 flats, out of the 80,000 planned units, have been built as at 2007. There is only one shopping mall in the estate, Punggol Plaza, and there are no recreational facilities like cinemas or swimming pools.


Punggol 21-plus

In his National Day Rally speech on 19 August 2007, Prime Minister Lee Hsien Loong offered a new vision for Punggol New Town, and introduced the "Punggol 21-plus" plan to re-vitalise the town.

Under the new plan, Sungei Punggol and Sungei Serangoon, which flank the town, will be dammed up to create a freshwater lake and serve as a reservoir. A 4.2-kilometre long, 20-30-metre wide man-made waterway will run through the estate, linking both rivers. Work on it will start in 2009, and is expected to complete by 2013. When built, there will be recreational facilities like water sports for kayaking and canoeing, gardens and parks with jogging and cycling tracks, rooftop gardens, eateries for al-fresco dining and a floating island.

The "Punggol 21-plus" project involves 18,000 new HDB and private flats, and about 3,000 new flats will be built in Punggol New Town every year. Punggol New Town is projected to have 96,000 units when fully developed in the long term. Waterfront housing will have stepped courtyards. There will be a promenade on the northern sea front, stretching about 8.7 km. An integrated waterfront commercial and residential development has also been planned at the town centre, which will be built on both banks of the waterway. The site for this project will be put on sale by 2012. Work on the town centre is planned to start in 2010.

Punggol Central will be converted into a tree-lined boulevard with landscaping. Coney Island will have a park, to be completed by 2013.

Wakeboarding is a surface water sport which involves riding a wakeboard over the surface of a body of water behind a boat. It was developed through a combination of water skiing, snowboarding and surfing techniques.

The rider is towed behind a boat or a cable park; typically at speeds of 18-24 miles per hour (29-38 km/h), depending on water conditions, rider's weight, board size and most importantly, the rider's personal preference.

THE grand vision of transforming Punggol into Singapore's first waterfront public housing town begins in earnest next month when construction gets under way.

A $144.6 million contract for the first part of the Punggol Waterway has been awarded to Koh Brothers Building and Civil Engineering Contractor, said the Housing Board (HDB) yesterday.

The 2.4 km stretch - the entire waterway will be 4.2 km long - is expected to be completed late next year, the HDB said.

Punggol Waterway is part of the 'Punggol 21-plus' masterplan unveiled by Prime Minister Lee Hsien Loong in his National Day Rally speech in 2007.

The new town will boast features like a freshwater lake and a waterway running through the estate, with homes and a town centre on the banks.

The coastal suburb will also have facilities for water sports, gardens and parks with jogging tracks, and eateries for al-fresco dining, Mr Lee had said.

The Punggol Waterway, which will be connected to Sungei Punggol, will have an average depth of 4m, with its width varying from 10 to 85m.

HDB said yesterday its plans to launch the first sale site at Punggol's Town Centre for a mixed commercial and private residential development 'are also on track'.

The board launched more than 4,000 flats in Punggol last year. By end-2011, there will be about 23,000 completed flats in the area.

In the longer term, a further 21,000 public and private homes will be built 'along the waterway for residents to enjoy waterfront housing', said the HDB.

Works are set to begin for the Punggol Waterway, as the Housing Development Board (HDB) has awarded the project to Koh Brothers Building & Civil Engineering Contractor (Pte) Ltd at $144.6 million.

The waterway is a central feature in plans to realise the vision of Punggol as a waterfront town. The Remaking Our Heartland plans were first announced by the Prime Minister at National Day Rally in Aug 2007.

The contract includes the construction of a 2.4km waterway - the first part of the 4.2km waterway to be constructed. The waterway, which will be connected to Sungei Punggol, averages a depth of about 4m and a width which varies from 10m to 85m.

Construction of the waterway is scheduled to begin in February 2009 and complete by the end of 2010.

Residents in Punggol can look forward to enjoying various recreational activities, ranging from water sports to a leisurely walk along the landscaped promenade on both banks of the waterway.

HDB's plans to launch the first sale site at the Town Centre for a mixed commercial and private residential development are also on track. This waterfront site is planned to be launched by 2010/2011.

HDB has launched more than 4,000 flats in Punggol in 2008. By end 2011, there will be about 23,000 completed flats in Punggol.

    SINGAPORE: The Year of the Ox begins later this month but the bull run is already over for Singapore's property sector, described as the world's hottest market just two years ago.

    Prices of private homes fell 5.7 per cent in the fourth quarter, following a 2.4 per cent drop in the preceding period, according to the latest data from the Urban Redevelopment Authority (URA), the state agency responsible for land use planning.

    The fourth quarter marked the sharpest drop in home prices in a decade, the URA said.

    "Further contraction is on the way," analysts from the Hong Kong-based CLSA brokerage and investment group said in their outlook for the property sector. "We continue to expect the URA in-dex to see an accelerated fall in the next quarter."

    Local home prices have not fallen so far since 1998 when Singapore was stung by the Asian financial crisis that pushed the local property sector into a slump lasting until 2005, when the government approved the construction of two multi-billion-dollar casino complexes.

    By 2007, real estate giant Jones Lang LaSalle was describing Singapore's market as the world's hottest, and the city-state's property prices surged 31 per cent overall.

    Rents at condominium units favoured by the many expatriates here also dramatically increased, and in some cases doubled.

    While fourth-quarter data is preliminary, analysts say the casino-inspired property boom is history now that the economy is in recession.

    Analysts said the duration of the current property slump was difficult to predict but they agreed it will hinge on when Singapore pulls out of the recession.

    "A lot of it depends on the economy," said Ong Choon Fah, executive director for consulting and research with DTZ real estate consultancy.

    "The economy really underpins the market... People have to feel safe about their jobs. That is the first thing," she said.

    Serious buyers see pockets of opportunity in the current slump but are being unusually cautious because of the recession, Ong added.

    Property agents at a show flat for a yet-to-be built condominium, located less than 20 minutes' drive from the main Orchard Road shopping belt, said they were hopeful, despite the dismal market.

    "There will always be buyers even in a tough market and our prices are rather attractive," said one agent, who did not want to be named.

    A two-bedroom unit at the condominium, which will come with a heated swimming pool and a gym, sells for about S$860,000 (S$1 = RM2.40).

    In good times, the 915 sq ft apartment could fetch at least US$915,000 (US$1 = RM3.54), the agent said.

    Until the economy recovers, prospective property buyers are likely to hold out in hope of better bargains, said Song Seng Wun, a regional economist with CIMB-GK brokerage. - AFP

    The Build-To-Order (BTO) is a responsive system offering flexibility in location and timing for flat buyers. Eligible buyers planning to shift into a new HDB apartment in the near future can apply for apartments in their preferred location from specific sites launched.

    Punggol Waterfront Housing Design Competition (For Professionals)

    Registration for the Punggol Waterfront Housing Design Competition and the signing up for the Technical Seminar have closed. Thank you for your interest.

    To all registrants of the competition: The Technical Seminar will be held on 10 Mar 2009 at the HDB Hub, Auditorium.




    2-Stage Housing Competion

    The competition will be held in two stages:

    Stage One
    Participants are required to submit a local master plan / urban design proposals for the Housing District in the West and the architectural concepts for the first housing parcel within the housing district.

    Stage Two
    The top 5 entries will proceed to Stage 2. The consultant teams will develop and submit a full architectural solution and design for the first housing parcel along the waterway.

    The outcome of this housing design competition is expected to be announced and exhibited in November 2009. The winning team will be appointed as the Consultant team to execute the design thereafter.


    Competion Details

    Note: Registration for competition has closed on 23 Feb 2009.

    Stage One - Starts from March 09 to 17 April 09.
    Stage Two - Starts from mid-May 09 to 21 August 09.

    This 2 stage competition is open to all architectural firms (sole proprietorships, partnerships, or corporations) that are qualified or licensed to provide architectural services in accordance with the laws and requirements in existence in their respective place of practice.

    Each architectural firm is allowed a maximum of three submissions. However, each separate submission must be accompanied by a separate Competition ID. All submissions must be accompanied by the official Submission Forms provided in the Competition Information Package.

    All participants are required to purchase a Competition Information Package which contains an unique Competition ID and password required for purpose of registration. Only architectural firms that have registered for the Competition will be allowed to participate.


    Registration must be submitted by 12pm on 23 February 2009 (Monday).

    The Estimated Delivery Possession Date (EDPD) for Punggol Arcadia is 28 Feb 2013. The EDPD is an estimate of the date that HDB is required under the Agreement for Lease to deliver possession of the flat.
