To many Singaporeans, Punggol is the new town that has never really got on the map.

But more than a decade after its first masterplan was unveiled, the former swampland is at last taking shape as a waterfront haven that will offer a sophisticated lifestyle for heartlanders.

The unveiling last month of Punggol's waterfront public housing project - Singapore's first - marked a milestone on the long road to transform the once sleepy backwater on the north-east coast.

In a striking move away from the usual Housing Board units, the 1,200 flats have design features including sky terraces, roof gardens and panoramic riverside views of the upcoming 4.2km Punggol Waterway.

The HDB hopes to offer flats in the 4.9ha project for sale next year.

Indeed, 2010 onwards marks a watershed for the new Punggol that has risen where pig farms and chilli crab restaurants once stood.

Other projects that are transforming Punggol into a recreational resort area as well as desirable residential space include the $16.7-million 4.9km Punggol Promenade, expected to be completed by March 2011.

And some stages of two activity clusters along the Punggol Promenade will be finished by then, including a horse-riding centre, a place for sports activities and food-and-beverage outlets.

They are part of a long list of recreation and lifestyle facilities that have just opened or which will spring up over the next few years in Punggol.

Other goodies in the pipeline include a proposed rustic park at Coney Island, which lies opposite the promenade, and a golf range.

Punggol veteran and businessman Goh Chee Koh, 65, says: 'Although much is still under development, we can see the future and are excited.'

He is also chairman of the Punggol Central Citizens' Consultative Committee and, having spent over 60 years in the area, is one resident who has seen it all.

'This was all kampung with no electricity and water supply back then. It has come a long way.'

However, there has been a lot of water under the bridge since the initial vision for the area's transformation was announced in 1996 under the Punggol 21 vision.

About 155ha of land was reclaimed along the coastline from 1997 to 2001 for development but the 1997 Asian financial crisis resulted in the town's development stalling.

Ms Doris Yew, 38, a financial consultant, owns a five-year-old five-room flat with her husband in Punggol Field.

However, the mother-of-two goes there only on weekends as she lives with her in-laws in Lorong Ah Soo, which is closer to Hougang.

She has not given up hope, though, and was heartened by Prime Minister Lee Hsien Loong's Punggol 21-plus vision in his 2007 National Day Rally speech, renewing the promise of a waterfront town of the 21stcentury, complete with homes along recreational waterways and eco-friendly flats.

She expects that with PM Lee's latest mention of the vision, development will pick up.

She says: 'I like Punggol because its environment is friendly for kids, with play spaces between blocks for them to run around.'

Other residents and property experts say the renewed activity will ensure greater confidence in the area's potential.

The first HDB flats in Punggol were built in 1998 and the town has since expanded to 17,000 housing units with shop clusters and a commercial centre at Punggol Plaza.

Punggol is served by the North-east line and LRT stations. Expressways such as the Tampines Expressway and Kallang-Paya Lebar Expressway link drivers to other parts of the island.

The main housing appeal, according to residents, is the refreshing designs of Punggol flats.

Estates are landscaped with lush heliconia and canna bloom plants.

Blocks of flats look more like condominiums, with coordinated shades of colour and gleaming bay windows.

Punggol currently has 58,700 residents in public housing and about 400 residents in landed units.

According to the Urban Redevelopment Authority (URA), the area will eventually consist of 96,000 housing units with a private and public housing mix when fully developed.

Member of Parliament Charles Chong for the Pasir-Ris Punggol GRC says he recalls Pasir Ris being the town of envy for residents in other estates back in 1991 because of its unique designs and landscape.

He adds: 'I thought that was the best that public housing could achieve but I was wrong. Will Punggol be the apex of housing development in Singapore? In its time, for sure.'

According to property agent Gaz Aspar, HDB prices in the area have risen by up to 35 per cent over the past four to five years. A four-room flat can fetch between $310,000 and $360,000 on average.

He adds: 'Prices might stabilise for a while before rising again when new developments are ready. '

Then there are those who cannot wait.

Permanent resident Anthony Dayrid and wife Jo Anne, both 30, are some of Punggol's newest fans. The couple moved into their five-room unit in Edgedale Plains with their two daughters, aged five and one, a few months ago.

Quiet and accessible

Mr Dayrid, an IT engineer, says: 'It's quiet here and not crowded, plus it's only a 25-minute train ride down to my workplace in town and schools for my kids.'

While, like many other Punggol residents, he would like to see more malls and recreational options, he enjoys kite-flying at the empty fields around his place and hopes that once the promenade is ready, he can take his girls and kites to the seaside.

However, once the Dayrids, who are from the Philippines, get their citizenship and become eligible for housing grants, they intend to move to a bigger place.

So where will that be? 'Oh, it will still be in Punggol of course,' says Mr Dayrid with a chuckle.

Study for a greener Punggol

A NEW study of Punggol Town's temperature and wind velocity will help urban planners build a more energy-efficient township.

The study, a collaboration between the Housing and Development Board (HDB) and the National University of Singapore (NUS) School of Design and Environment, was officially announced on Tuesday.

Its findings will be applied to upcoming and existing developments in Punggol Town, in Singapore's north-east.

The $960,000 study, jointly funded by the Ministry of National Development, HDB and NUS, will study three aspects of the area's climate using on-site measurements, computer simulations and a wind tunnel: Hot and cool spots, wind conditions and patterns of sun and shadow.

The study is expected to be completed by the end of 2010. In the next four to five years, its findings may be translated into development/ design changes, said Mr Alan Tan, deputy managing director for environmental sustainability research at HDB's Building Research Institute.

'Punggol is a new town, and there are a lot of opportunities to testbed new technologies in this town so as to achieve a sustainable living environment in future,' Mr Tan said.

17,300 Punggol units completed so far

CLOSE to two-thirds of Punggol flats launched in the last decade have been completed so far, as the Government focuses its efforts on building up Singapore's north-east neighbourhood.

There have been 27,000 Punggol flats launched since 1998, out of which 17,300 have been completed.

The updated figures were announced last night by Deputy Prime Minister Teo Chee Hean, at an exhibition showcasing the winning entries of the Punggol Waterfront Housing Design Competition.

HDB had launched the Punggol Waterfront Housing Design Competition in December 2008. As part of the competition, the participating firms were required to work out new master plans complete with new architectural concepts, for the development of the first public housing parcel along the proposed waterway in Punggol.

On 11 Nov 09, Minister for National Development, Mr Mah Bow Tan announced the results of the competition and an exhibition showcasing the five shortlisted entries, including the winning entry, was officially opened. This exhibition will be brought to Punggol town itself on 26 Nov 09, where the opening will be officiated by the Minister for Defence, Mr Teo Chee Hean.

Winning Design for Punggol Waterfront Housing Design Competition

Winning Design for First Public Housing Project along Punggol Waterway

Group8asia, an international architectural firm has emerged as the winner of HDB’s Punggol Waterfront Housing Design Competition. In partnership with local design firm Aedas, they will set the benchmark for the first public housing parcel along the Punggol waterway.

Minister for National Development, Mr Mah Bow Tan, announced the winner of the Punggol Waterfront Housing Design Competition at the HDB Awards Ceremony today.

More than 100 firms participated in the competition, half of which were foreign firms from as far as Spain, the Netherlands, Japan and Hong Kong.



Punggol Waterfront Housing Design Competition

The two-stage design competition was launched in December 2008 to generate fresh, innovative and new design ideas for high-rise public housing along the waterway. Participating firms were required to incorporate new sustainable development concepts and features to realise the theme “Green Living by the Waters”.

The first stage required participating firms to propose urban and new architectural concepts for the housing district. The top five firms were then short-listed for Stage Two, where they further developed their design concepts proposed in Stage One into a more thorough and implementable architectural design that included landscaping and other detailing.


Interesting Forms, Livable Concepts

The winning design by group8asia and Aedas stood out from the rest for its sky terrace concepts, with spaces for roof gardens. The design enabled a large proportion of units to enjoy scenic views of the waterway. Other winning attributes include:-

· Resort-like design of the development;
· Functional and workable layout of site;
· Visually pleasant and refreshing housing forms that could be replicated along the waterway.

Singaporeans can look forward to the launch of the award-winning development in mid-2010. Comprising 1,200 units, the development offers residents an eco-friendly housing experience by the waterway. Residents will enjoy resort-style housing, which leverage on the attractions of the waterway and the promenade. It is expected that the project will be constructed and maintained, at a cost comparable to other public housing developments in Singapore – in the spirit of providing quality public housing at affordable prices.


Good Progress in Punggol

The Remaking Our Heartland (ROH) plans for Punggol continues to take shape. The Punggol Waterway will be completed by end-2010. When completed, Singaporeans will be able enjoy many activities along the waterway – from water sports (eg. kayaking) to a leisurely stroll along the promenade of the waterway.


Exhibition

HDB will hold an exhibition on the Punggol Waterfront Housing Design Competition at the HDB Hub from 11 to 22 Nov 09. The exhibition will then move to the Punggol 21+ Gallery (next to Punggol MRT Station) from 26 to 29 Nov 09. The exhibitions will serve to provide updates on the development plans for Punggol and as a platform for public consultation and engagement.


ABOUT THE COMPETITION

HDB organized “Shaping My Punggol” exhibition in May 2008 as part of the overall Remaking Our Heartland Plans for Punggol Town. One of the strategies for Punggol is to introduce more housing choices. On 12 Dec 08, HDB launched the Punggol Waterfront Housing Design Competition for the first public housing parcel along Punggol Waterway. This marked an important milestone in the remaking plans for Punggol to realise its vision of “A Waterfront Town of the 21st Century".


COMPETITION OBJECTIVES

a) To generate fresh, innovative and new design ideas for high-rise public housing along the waterway;
b) To secure the best housing design and concept for the first waterfront parcel; and
c) To introduce new Sustainable Development concepts and features to realise the theme "Green Living by the Waters".


SCOPE OF COMPETITION

The competition was held in two stages:

Stage One

In Stage One, participating firms had to propose a local masterplan, the urban design concepts and new architectural concepts for the Housing District West (total area is approximately 26.6 hectares). Firms had to include the following uses within this housing district: residential, common green, educational institutions, religious sites and petrol station.

Stage 1 of the competition closed on 17 April 09.

Stage Two

5 firms were short-listed to advance to Stage Two, where they were required to form their own multi-disciplinary teams to further develop the design concepts proposed in Stage One into a full architectural design solution. The area to be designed and developed is approximately 4.9 hectares, comprising Parcel A (1.8 hectare), Parcel B (2.7 hectare) and a common green (0.4 hectare).

Stage 2 of the competition closed on 11 Sep 09.

HDB flats in hot demand

AS AN indication of the red hot demand for public flats, the Housing Board (HDB) was swamped with 20,691 applications for its biggest sales exercise - 2,132 flats - in recent times on its closing day.


This means there are about 10 bids for every available flat. HDB said on Wednesday that it had 'expected strong interest for these flats as they are limited in number, are located in the popular mature estates, and are either completed or close to completion'.

About seven out of 10 applicants are first-timers, said HDB. But despite the priority given to first-time flat buyers, the chances of being short-listed to select a flat in this exercise 'will not be high due to the overwhelming response', it said.

Buyers' demand for completed or near-completed flats extended even to the traditionally less popular estates away from the city such as Punggol and Sengkang.

There were 1,073 bids for 86 four-roomers in Punggol, fo rexample, which translates to 12.5 applicants for every flat.

HDB urged first-time flat buyers who would like 'greater certainty in securing a flat' to apply for its build-to-order (BTO) flats. HDB said its records show that 96 per cent of first-timers have been given a chance to select a BTO flat within two tries. About 90 per cent of all flats in BTO projects are set aside for first-time home buyers.

Punggol Waterway Set to Complete in 2010

Punggol Waterway Progresses into Next Phase and Set to Complete Next Year

The development of the Punggol Waterway is progressing smoothly into the next phase. HDB has awarded the construction of the second part (comprising 1.8km) of the 4.2 km waterway to Koh Brothers Building & Civil Engineering Contractor (Pte) Ltd for S$58.9 million. The first part of the waterway (comprising 2.4km) was also awarded to Koh Brothers in January this year.

Since the groundbreaking ceremony held in April this year, works on the waterway are progressing well. With the award of the construction works for Part 2 of the Waterway, HDB is committed to complete the Waterway, which is a key element to realise the Remarking Our Heartland plans for Punggol 21+, on schedule by end-2010.

Besides engineering works on the remaining 1.8 km of the waterway, a key component of Part 2 of the Punggol Waterway works will see the construction of a 10 m promenade on both sides of the Waterway - bringing nearer to the residents the reality of a leisure stroll and activities along the waterway when works are completed.

The vision of Punggol as a Waterfront Town is slowly but certainly taking shape. Besides enabling fun-filled and exciting recreational activities such as water sports in the heart of Punggol Town, the Waterway sets the stage for 21,000 homes that will eventually be built along it in an environment nestled by weaving water and lush greenery.

1,142 Punggol flats for sale at Punggol Spectra

HDB is putting on sale 1,142 units of flats at Punggol Spectra under the Build-To-Order (BTO) system today, following strong interest in the recent BTO project, Punggol Residences.

The flats comprise 301 two-room units, 285 three-room units and 556 four-roomers.

The prices range from $89,000 to $109,000 for the two-room flats, $151,000 to $179,000 for the three-room flats and $234,000 to $293,000 for the four-room flats.

These are priced below similar flats in the market and are affordable to first-time flat buyers, said HDB in a statement on Monday.

Situated along Punggol Central, Punggol Spectra is within walking distance to Oasis LRT station.

The Tampines Expressway is a short drive away, thus offering good connectivity to the rest of Singapore.

The precinct offers commercial facilities such as shops, eating house and supermarket. The future Punggol Town Centre is just minutes away. Educational institutions such as Horizon Primary School and Punggol Secondary School are also located in the vicinity.

HDB said based on the income of flat applicants in the first half of this year, it is expected that first time flat buyers will only need to use between 20 to 26 per cent of their monthly household income to meet their housing loan commitments if they buy a flat at Punggol Spectra.

'This is well below the 30 per centinternational benchmark for affordable housing,' it said.

On top of a market subsidy on the selling price, eligible first-timers whose average monthly household income is $5,000 or less can also apply for an Additional CPF Housing Grant (AHG) of up to $40,000. The AHG can be used to offset the initial downpayment.

Including this exercise, HDB has offered about 4,800 flats under BTO and other sales exercises this year.

Flat buyers can look forward to more BTO projects ahead, said the board. These projects will be located in towns such as Punggol, Sengkang, and Sembawang.

More details will be provided when the projects are launched.

The total BTO supply for this year is expected to reach 8,000 units.

'HDB will continue to monitor the market situation closely, to ensure that there is adequate and affordable supply of public housing,' said the statement.

Applications for the BTO can be submitted online from Monday to Sept 14.

They can also visit the HDB Sales Office to speak with Customer Service Officers during office hours (Mon to Fri 8 am to 5 pm, Saturday 8 am to 1 pm).

The application period for this BTO exercise is from 31 Aug 09 to 14 Sep 09.

Households interested in buying a flat in buying a flat in Punggol Spectra can submit their application online at HDB’s InfoWEB between 31 Aug 2009 (Mon) and 14 Sep 2009 (Mon). The administrative fee of $10 is payable by cashcard or credit card (Master Card / Visa). Those without Internet access can visit HDB Hub or any of HDB’s Branch Offices to submit their application via the e-Stations or Internet PCs that are available for use.

Each household can submit only one application and must indicate the flat type (i.e. 2-room or 3-room) that they are applying for.

Coming Up In Punggol
