HDB Marks Completion of One Million Flats at Treelodge@Punggol

Deputy Prime Minister and Minister for Defence Mr Teo Chee Hean officiated at the completion ceremony of HDB’s first eco-precinct – Treelodge@Punggol. Treelodge@Punggol is also home to HDB’s one millionth flat. This is a significant milestone for HDB since its formation on 1 Feb 1960.

DPM Teo, who is also the Adviser for Pasir Ris-Punggol GRC, congratulated HDB, “In just 50 years, the HDB has built one million flats to house a nation. This is no mean feat, and few other countries can lay claim to such an outstanding achievement in so short a time.”

Five Decades, One Million Flats

Minister for National Development, Mr Mah Bow Tan, was also present at this momentous event. He said, “50 years ago, nobody would have thought that we could have come this far. In five decades, HDB has helped to transform Singapore to a nation of home owners. Beyond mere shelters, the HDB has built flats that Singaporeans are proud to own and call home. ”

HDB’s first eco-precinct, Treelodge@Punggol, is home to HDB’s one millionth flat. The flat owner of HDB’s one millionth completed flat was picked using a computer ballot amongst residents at Treelodge@Punggol.

Mr Wang Weiji and his wife Ms Christina Ng from Block 305D are the lucky owners of the one-millionth flat. They first booked their 4-room flat at Treelodge@Punggol when it was launched in 2007. They are currently living with Mr Wang’s parents in Hougang, and are looking forward to being first-time homeowners.


HDB’s First Eco-Precinct – Treelodge@Punggol

Having the one-millionth flat in Treelodge@Punggol is also significant as this is Singapore’s first Green Mark Platinum Award public housing project. Launched on 28 Mar 2007, the development consists of seven apartment blocks with 709 units of 3, 4 and 5-room flats.

Given that over 80% of Singaporeans live in public housing, HDB has a major role to play in promoting sustainable development in the industry. Over the years, HDB has been proactively promoting environmental sustainability by testing green technologies and innovations in its building developments.

The eco-precinct is a pilot project to demonstrate that innovation and sustainable development can be both practical and cost-effective. The eco-precinct seeks to attain lower maintenance cost while achieving various environmental objectives. In addition, the precinct will also enable the community to experience a distinctive eco-lifestyle.

Some of Treelodge@Punggol’s distinctive eco-features include the following:

a) Solar panels to tap on clean energy which will power the lighting for the common areas;
b) A dedicated recyclable refuse chute at each block to encourage recycling;
c) A first for an HDB precinct in Singapore, there is a 650-metre long tree-lined pathway that circles the development. Residents can look forward to jogging or taking leisurely walks in a lush environment;
d) A ‘Car Sharing Scheme’ will be introduced to provide residents with access to a fleet of cars, which also include hybrid cars; and
e) There are cool walls and greening on roof decks, which help to lower ambient temperature. The buildings are also designed to face the prevailing wind direction. This reduces the need for air-conditioning, which will help residents save on electricity bills.

Treelodge@Punggol was also recently awarded the Chicago Athenaeum’s Green GOOD Design Award 2010. Jointly organized by The European Center for Architecture Art Design and Urban Studies and The Chicago Athenaeum: Museum of Architecture and Design, this award recognizes the importance of sustainable design.

Thousands of entries were received from over 46 nations. The winning entries were judged by members of The European Center’s International Advisory Committee, who are worldwide leaders in the design industry. Besides Treelodge@Punggol, Gardens by the Bay and The Solaris were the other winning recipients from Singapore.

Prive EC project in Punggol attracts strong turnout at launch

SINGAPORE : Singapore's latest executive condominium (EC) saw a strong turnout of potential home buyers on the first day of its launch.

Market watchers predict the Prive will be popular because of the renewed interest in this type of housing.

Executive condos are a hybrid of private and public housing which made a comeback this year after a five-year hiatus.

Located near Punggol MRT station, Prive is priced at $660 to $690 per square foot(psf).

Jointly developed by NTUC Choice Homes and CEL Development, it offers 680 two to four-bedroom units.

Available to those with a maximum household income of $10,000, executive condos offer more choices for home buyers who are often known as the "sandwiched class".

These people are not eligible for new flats due to an income limit of $8,000, but find private housing too expensive.

By Friday evening, more than 260 applications were received.

A
nalyst Nicholas Mak said Prive is a more affordable option compared to a mass market condo in Punggol, which can go for between $800 and $900 psf.

He added that executive condos plug a gap in the market, as the price difference between resale flats and condos continue to widen.

Another draw - a deferred payment scheme to make it more affordable for home buyers, especially first-timers.

Margaret Goh, CEO, NTUC Choice Homes, said: "They have less cash, so this will help them. They also have priorities, for example, they are making their wedding preparations, they will need cash for renovations."

Potential home buyers Channel NewsAsia spoke to found the location and pricing attractive.

"With all the facilities at a competitive price as compared to private property, we decided to try," said one potential home buyer.

"Punggol 21 is a very nice place, especially the waterway," said another.

Prive is the third EC project launched this year.

The Esparina, launched in October, sold 425 of its 573 units within the month.

The Canopy, also launched in October, sold 104 of its 406 units within the month. - CNA/ch

HDB Launches Tender For Mixed-Use Site at Punggol Town Centre

Realising Punggol 21 Plus: HDB Launches Tender For Mixed-Use Site at Punggol Town Centre

As earlier announced by the Minister for National Development Mr Mah Bow Tan, HDB is launching the tender for a mixed commercial and residential sale site in Punggol Town Centre on 30 November 2010 (Tuesday). This site can potentially yield 50,400 square metres of gross commercial space and 685 dwelling units. It is released for tender under the Confirmed List of the 2nd Half 2010 Government Land Sales (GLS) Programme.

This development will play a key role in making Punggol Town Centre a vibrant centre of activity for Punngol residents. It marks an important milestone in realizing the Punggol 21 Plus vision announced by the Prime Minister in August 2007.


Punggol - A Waterfront Town of the 21st Century’

Punggol town is set to be transformed into ‘A Waterfront Town of the 21st Century’ through HDB’s Remaking Our Heartland (ROH) plans. Its new 4.2-kilometre My Waterway @ Punggol that runs through the town will present exciting opportunities for the development of waterfront housing, commercial and leisure attractions. This mixed-use site is the first sale site along My Waterway @ Punggol.

A new Punggol Town Square will be introduced at the upcoming Town Centre. Occupying about 0.4 hectare to the north-east of the sale site, it is envisaged to be a vibrant gathering space for community activities catering to Punggol residents. The activities could include a Town Day, National Day celebrations, community exhibitions and roadshows. A Visitors’ Centre showcasing the history and development of Punggol town will also be built within the Town Square.

There are approximately 18,000 flats in Punggol town currently. By 2015, it is estimated to reach 35,000 flats, which is similar in size to Toa Payoh. More sites for public and private residential development are in the pipeline, further boosting the population base.

New Sengkang wetland part of ongoing effort to beautify water bodies

WHENEVER Punggol Central resident Tini Norahmad, 28, wants to let her two boys, aged three and one, enjoy the calming effect of water, she heads to the Woodlands waterfront area near the Causeway. But that means putting up with an hour-long bus journey.

Now she has a better option, which is a 15-minute ride by Light Rapid Transit (LRT) to the Anchorvale Community Club.

This comes with the opening of the Sengkang Floating Wetland on Sunday, a floating structure built in a stretch of the Punggol Reservoir near the CC.

The wetland, which is connected by bridges to two banks of the reservoir, also provides a sanctuary for birds and fish.

Ms Tini, an administrative executive, said: 'It's a good idea to have a place nearby where we can enjoy walking next to the water, without having to travel too far.'

Prime Minister Lee Hsien Loong, who opened the wetland on Sunday, said it was part of ongoing efforts to revitalise Singapore's water bodies into clean, pleasant and bustling community spaces for the benefit of residents.

Two-car solution for LRTs

THE Light Rail Transit (LRT) cars in Sengkang and Punggol are jam-packed during the morning and evening peak hours, and transport planners are looking to do something about it.


The Straits Times saw that each car had people standing right up against the doors when it visited the Sengkang and Compassvale stations at the end of last month. Some commuters, unable to board, had no choice but to wait for the next one.


Each of these single-car, driverless pods can carry 105 commuters.


The Land Transport Authority (LTA), anticipating a future spike in ridership, told The Straits Times that it is looking into using two train cars on each run that the LRT takes on raised tracks through Sengkang and Punggol.


The two-car solution has been implemented successfully elsewhere. Japanese engineering company Mitsubishi Heavy Industries - which supplied the one-car LRT system for Sengkang, Punggol and Changi Airport - has installed two-car systems at the Atlanta and Miami airports in the United States.


Residents in the area have raised the issue with their Members of Parliament Lam Pin Min and Michael Palmer. Dr Lam has proposed increasing the frequency of trains and running more bus services as interim measures.

New hospital will most likely be in Punggol, Sengkang area

SINGAPORE - A new hospital would most likely be built in the north-east, according to Health Minister Khaw Boon Wan.


Punggol 21 is among the sites that have been suggested, he said yesterday.


The new general hospital would likely be built in the second half of the decade to serve the expanding population living in the north-east. While it is not yet a firm commitment, he said it is inevitable, given the expanding population.


Mr Khaw hinted it would be located near an MRT station as access to public transportation was essential for patients.


He said: "Punggol 21 is expanding ... In the north-east, it is really the Sengkang and Punggol area because the population in the future will be quite significant."


Speaking at a healthcare quality improvement conference, he also said the ground-breaking for the new Jurong General Hospital will take place next month. It will open before 2015 to serve the residents living in the west.


Turning to the issue of quality improvement, Mr Khaw said the healthcare industry can adapt proven strategies from other sectors like engineering to ensure that patients always receive care that is appropriate and delivered correctly.


This means processes such as standardisation, documentation, measurement and quality control should be in place.


He noted that most hospitals are also now accredited with the United States Joint Commission International (JCI), signifying they are part of a global movement in search of better quality and safety solutions to benefit patients.


Mr Khaw urged the hospitals to participate in the work of the commission and similar agencies, to help co-develop practical solutions and to learn from others.

Lower bids suggest cooling measures starting to have impact, say observers

A PUNGGOL executive condominium site tender closed on Thursday with four developers putting in bids below industry expectations.

The highest bid for the Punggol Drive plot was $136.2 million, coming from Qingdao Construction (Singapore) and working out to be $237 per sq ft (psf) - below the anticipated $250 to $290 psf predicted by analysts.

The bid was only 2.2 per cent higher than the second-highest offer of $133.2 million from Hoi Hup Realty, Sunway Developments and SC Wong Holdings.

SLP International research and consultancy executive director Nicholas Mak noted that Qingdao's bidding price was 23 per cent lower than the amount paid by ChoiceHomes Investments and CEL Development for another exec condo site in Punggol Field earlier in June.

Industry observers say the tender results suggest that the Government's supply-side measures to cool Singapore's red-hot property market are beginning to have an impact on land prices.

For the second half of the year, the state has earmarked the largest potential amount of land for release since the start of the land sales programme in 2001.

Qingdao Construction submits highest bid of S$136m for Punggol site

SINGAPORE : The Housing and Development Board (HDB) has closed the tender for a residential site at Punggol Drive/Punggol East after receiving four bids.

The highest bid of S$136 million for the site came from Qingdao Construction. That translates to about S$237 per square foot per plot ratio.

The next highest of S$133 million came from joint bidders Hoi Hup Realty, Sunway Developments and SC Wong Holdings.

Li Hiaw Ho, executive director of CBRE Research, said the quantum of the bids is quite modest, which is expected for a location that is lacking in amenities and further away from Punggol Central.

Mr Li added that units in this new executive condominium project will possibly sell around S$600 per square foot.

The land parcel has a site area of 15,700 square metres and a maximum allowable gross floor area of 53,380 square metres.

The proposed site is for executive condominium housing.

With the government's plans to develop Punggol New Town into a residential estate with mostly waterfront housing, CBRE's Mr Li said the project will likely be attractive to young couples and couples with young children.

The site was launched for public tender on August 5 and has a lease period of 99 years.

HDB said it will evaluate the bids and announce the final tender results within the next two
weeks.

Fibre Optic Internet

Fibre optic cables for Singapore's new, ultra high-speed broadband network, which will be completed by 2012, will be installed into homes and offices from September 2009.

The company contracted to do the installation, OpenNet, will start sending out letters to homeowners from July 2009.

Residents have three weeks to respond and installation is free.

'Green' club for Punggol in 2011

AFTER getting eco-friendly flats, Punggol will also have an eco-friendly community club. The $9-million community club, which will open next year, will have a system that pumps rainwater from nearby drains into tanks on its roof. The water will be used to water plants.

The club will also use energy-saving lights and air-conditioners, and have many open-air spaces, including an outdoor gym and a rooftop garden, to promote natural ventilation.

Member of Parliament for Pasir Ris-Punggol GRC, Miss Penny Low, said that the club's management aims for it to achieve the Building and Construction Authority's highest accolade for "green" buildings, the Green Mark Platinum award.

The club, situated beside shopping mall Punggol Plaza, will be an upgrade over the community centre that it will replace - the 650 sq m Punggol 21 Community Centre, which occupies the void decks of blocks 172B and 172C, Edgedale Plains.

The centre, which opened in 2007, uses its classrooms and void-deck space to organise wellness programmes such as yoga and taiji classes, and open fields for bigger-scale events such as last year's New Year countdown.

The new four-storey club will feature a 456 sq m multi-purpose hall that can be used for badminton and table tennis, two 90 sqmdance studios, and a 206 sqm multimedia IT studio.

It will also have two retail shops on its basement and ground floors, which will be linked to Punggol Plaza via linkways.

Visitorship is expected to grow from the current 300 a day to close to 1,000.

Yesterday, at the club's groundbreaking ceremony, Deputy Prime Minister Teo Chee Hean said that the current community centre could not meet the growing needs of Punggol, which is the fastest-growing new town here.

The new club will serve as a meeting place for social and recreational purposes, he said.

Mr Terrence Tan, 35, who is self-employed and lives opposite Punggol Plaza, looks forward to the opening of the club.

He said: "I head down to Sengkang Community Club when I want to meet friends for a game of badminton. But when the new club opens, I'll be sure to go there, since it's so near."

1,500 coke geysers

BILLED as the Great Singapore Mass Activity, the record-breaking event saw 1,430 Cola-Mentos geysers fired up into the sky, all at once, on Friday.

The effort by the students, teachers and alumni of Punggol Secondary School was good enough for the Singapore Book of Records - for creating the most number of simultaneous Cola-Mentos geysers here.

The educational aim: To create more awareness of science. All the participants had to do was to drop Mentos sweets into a 1.5 litre bottle of diet cola.

The result was a metre-tall fountain which lasted about three seconds.

Discovered about 10 years ago, the cola-geyser has been experimented on by various people, from television hosts to scientists.

Invited to explain the science behind the cola-geyser phenomenon at the event, was Associate Professor David Lee Butler from the Nanyang Technological University, who said that Mentos, which has many microscopic holes on its surface, when dropped into cola, provides a good surface for bubbles to form easily.

1,500 Cola-Mentos will shoot out to the sky like fireworks this Friday at
Punggol Secondary School.

We would like to invite you, on behalf of the Science Centre Singapore, to be a part of the exciting event- the Great Singapore Mass Activity.

Organised by Science Centre Singapore and A*STAR, around 1,500 participants will gather together at
Punggol Secondary School. to create Cola-Mentos Geysers and get an entry into the Singapore Book of Records.

The simple experiment merely involves dropping a stick of Mentos into a bottle of Cola, but the effect is nothing short of stunning: an approximately 2.0m tall fountain/geyser.

The Great Singapore Mass Activity is part of the
Singapore Science Festival, which aims to encourage people to “KNOW WHY” and promote a habit for learning the science behind everyday occurrences.

Punggol Waterway flats 12 times oversubscribed

THE first flats along the Punggol Waterway to be put up for sale have drawn overwhelming response, with the number of applications exceeding that of flats by more than 12 times.

Since the development was launched for sale on June 30, 13,285 people have submitted applications for the 1,072 flats in Waterway Terraces.

HDB said yesterday that it had expected strong interest for these flats as they are the first waterfront flats in Punggol, and are located within walking distance of the Punggol MRT station and other amenities.

Separately, 3,116 people applied for 1,624 flats in Fernvale Foliage and Rivervale Arc in Sengkang - two other developments that had also been launched on June 30.

This number is comparable with that for previous launches of developments in Sengkang, the HDB said.

Punggol "Waterway Terraces" oversubscribed by up to 12 times

SINGAPORE : The "Waterway Terraces" at Punggol have been making waves in the property circle, with 5-room units oversubscribed by 12 times.

The Build-to-Order project, which houses 1,072 units, opened for applications on June 30.

As of Tuesday evening, the 5-room units saw 12 times the number of applicants.

The smaller units are also favoured, with 4-room units in demand at a ratio of 9 applicants to 1 unit.

With the closing deadline looming next Tuesday, analysts said applications for the bigger flats will keep streaming in.

They are expecting a hundred per cent increase for the 4- and 5-room units.

SINGAPORE : The Housing and Development Board's (HDB) latest Build-To-Order (BTO) project, Waterway Terraces in Punggol, is six times oversubscribed, just a day after applications opened.

Five-room flats are the most popular, receiving almost 1,800 applications for the 306 available flats.

Four-room and three-room units are also oversubscribed.

Four-room flats received 2,461 applications for 306 units, while 268 applications were received for the 178 available three-room units.

Waterway Terraces is Singapore's first waterfront public housing project.

Industry watchers said they expect the project to be more than 10 times oversubscribed.

HDB's other new BTO projects - Rivervale Arc and Fernvale Foilage, both in Sengkang - were less popular.

SINGAPORE: The Housing and Development Board (HDB) launched three new Build-To-Order (BTO) projects in Punggol and Sengkang on Wednesday.

The projects are Waterway Terraces in Punggol, Fernvale Foliage and Rivervale Arc in Sengkang.

A total of 2,696 flats will be offered.

HDB says this is the largest number of BTO flats offered in a single launch so far.

They comprise 238 units of 2-room, 399 units of 3-room, 1,585 units of 4-room and 474 units of 5-room flats.

95 per cent of the public supply will be set aside for first-timers.

HDB says that with the latest launch, it would have offered a total of 8,828 new BTO flats for sale in the first six months of this year.

This is equivalent to the BTO supply for the whole of last year.

Waterway Terraces in Punggol will be the first waterfront housing project.

It offers 1,072 premium flats and boasts eco-friendly features which include solar power to supplement lighting needs in common areas.

Prices of the three-room units start from S$186,000. Four- and five-room units start from S$300,000 and S$374,000 respectively.

Fernvale Foliage in Sengkang offers 504 standard flats and Rivervale Arc, also in Sengkang, offers 1,120 standard flats.

They are priced lower than the flats in Waterway Terraces. Prices range from S$68,000 to $279,000.

HDB says it plans to launch at least 12,000 new BTO flats by September and more if there is demand.

The upcoming projects will be in Bukit Panjang, Jurong West, Yishun and Woodlands.

In July, flat buyers can look forward to the launch of about 1,000 BTO flats in Bukit Panjang and Jurong West.

Remaking of Punggol estate on track

SINGAPORE: Plans for remaking Punggol are on track.

Senior Minister of State for National Development, Grace Fu, said as of June 1, HDB has completed almost 18,000 residential units in Punggol.

Another 9,400 are under construction.

Subject to demand, HDB is on track to complete 35,000 flats by the end of 2015.

This will make Punggol similar in size to Toa Payoh.

Ms Fu was speaking at the Punggol, Remaking our Heartlands Exhibition at HDB Hub.

She said as Punggol's population attains critical mass, new facilities can and will come on board.

The first mixed commercial-cum-residential development site at the Town Centre will be launched in the second-half of this year.

And a premium HDB project will be launched later this month, boasting waterfront living an eco-friendly features.

Ms Fu stressed that it's also important for a new town like Punggol, to foster its identity by heightening awareness of its rich heritage, which dates back to the early days of Singapore.

Grassroots leaders are working together with government agencies to develop educational panels along the Punggol Waterway, highlighting various aspects of Punggol's developments, both past and present.

For example, the panels along the Heartwave Wall, near Punggol MRT station, will depict the story of Punggol's evolution and its significant development milestones.

The Heritage Trail along Punggol Road will showcase the history of the road, together with a focus on the flora and fauna of old and present Punggol.

SINGAPORE: The Housing and Development Board will launch a premium housing project in Punggol later this June under the Build-To-Order (BTO) system.

Sited along the Punggol Waterway, the project will offer waterfront living and boasts eco-friendly features.
In line with the project's emphasis on energy conservation, there will be large courtyards and openings to promote natural ventilation and airflow to flats and common areas.

Solar panels will also be introduced to offset electrical consumption at the common areas.

The premium housing project targets a niche group of buyers who are prepared to pay more for its signature attributes - prime location, groundbreaking design with vantage views and eco-friendly features.

This was revealed by Senior Minister of State for National Development Grace Fu when she launched the Punggol, Remaking our Heartlands Exhibition at HDB Hub.

She said two other BTO projects will also be launched in Sengkang, providing choices for flat buyers with different budgets and preferences.

THE Housing Board has awarded the Punggol site for Executive Condominium housing to ChoiceHomes Investments and CEL Development, which jointly submitted the top bid of $223.7 million.

The winning firm is a joint venture between NTUC Choice Homes Co-operative and Chip Eng Seng, which plans to develop the 99-year leasehold site at the junction of Punggol Field and Punggol Road into a 17-storey, 600-unit project with full condo facilities. Its tender bid works out to $308 per sq ft per plot ratio (psf ppr) for the 22,497 sqm site.

Five bidders made a play for the site near Punggol MRT station, after it was triggered for sale with a minimum offer price of $147.7 million.

NTUC Choice Homes will hold a 60 per cent interest through its subsidiary Choicehomes Investments while Chip Eng Seng unit CEL Development will hold 40 per cent.

Their winning bid is about 50 per cent higher than the trigger bid of $147.7 million and about 4 per cent above the second highest bid of $296.3 psf ppr from Hoi Hup Realty and Sunway Developments.

China-based Qindao Construction was next with $280.5 psf ppr.

The Punggol site is the fourth EC tender this year. The previous three had attracted seven to seven to 11 bids.

Chip Eng Seng setting up SPV for Punggol EC development

SINGAPORE: Construction firm Chip Eng Seng said Wednesday that its wholly-owned subsidiary, CEL Development will set up a special purpose vehicle (SPV) to facilitate the development of an executive condominium (EC) in Punggol.

This is in view of the fact that CEL and its partner, Choicehomes Investments, have emerged as the top bidder in a tender for the site.

Both sides put in a joint bid of $223.74 million for the 99-year leasehold site.

The site has a gross permissible plot ratio of three and a maximum allowable gross floor area of some 67 and a half thousand square metres.

The proposed development, with full condominium facilities, will comprise approximately 600 residential units.

CEL and its Choicehomes will incorporate a special purpose company to jointly develop the project.

Choicehomes will hold a 60 per cent stake in the SPV while CEL will have a 40 per cent interest in the SPV.

Choicehomes is a wholly-owned subsidiary of NTUC Choice Homes Co-operative.

Lone petrol station in Punggol

ONE is a lonely number, and it is the reason motorists in Punggol are being driven mad.

The new town has just one petrol station and long, snaking queues are common, especially during the weekends.

The Singapore Petroleum Centre (SPC) station at the junction of Punggol Central Road and Edgefield Plains caters to 82,000 residents.

Neighbouring new town Sengkang has three petrol stations.

Staff at the Punggol petrol station told The Sunday Times that on busy days, as many as 10 cars line the road leading up to it, despite there being no huge discounts.

Said bank manager Serena Lee: 'I avoid going there on weekends and Monday mornings. I go at night, or during non-peak hours.'

Potential Supply from First Half 2010 Government Land Sales (GLS) Programme

Punggol E4 is 1 of 8 sites with a combined yield of 3,345 dwelling units that have been successfully triggered from the Reserve List for tender. There are another 10 sites which can potentially yield 4,280 dwelling units still available for sale. Details of these 18 sites yielding a total of 7,625 dwelling units are shown in Annex 1 (PDF 48KB).

Together with the 2,925 dwelling units in the Confirmed List that are tendered or being put up for tender, the total potential supply quantum of 10,550 dwelling units for the 1H2010 GLS Programme is the highest since the Reserve List / Confirmed List system started in 2H2001. The Government will continue to monitor the property market closely and make available sufficient supply in the market to meet the demand for home buyers. If necessary, more supply can be injected via the 2H2010 GLS Programme.

HDB Launches 2 New BTO Projects In Punggol

HDB has launched two new BTO projects in Punggol Town – Punggol Emerald and Punggol Waves – offering a total of 1,429 flats. The supply comprises 188 units of Studio Apartments (SA), 201 units of 3-room, 609 units of 4-room and 431 units of 5-room flats. 95% of the public supply of 3-, 4- and 5-room flats will be set aside for First-Timers. Punggol Emerald and Punggol Waves

Punggol Emerald, located (JPG 477KB) at the junction of Punggol Way and Punggol Central, will have 856 standard flats, comprising 188 units of Studio Apartments, 96 units of 3-room, 350 units of 4-room and 222 units of 5-room flats for sale. A mini-mart and a shop have been planned in this development.

Located (JPG 477KB) south of the future Punggol Town Centre and along Punggol Walk is Punggol Waves - a standard contract with 573 units, comprising 105 units of 3-room, 259 units of 4-room and 209 units of 5-room flats. A Student Care Centre will be provided in this development.

Both projects will be served by the Punggol MRT, bus interchange, and the future Punggol Town Centre. There are also primary and secondary schools in the area. The Tampines Expressway (TPE), a short drive away, offers good connectivity to the rest of Singapore.

In line with HDB’s plans to develop Punggol as an Eco-Town, Punggol Emerald and Punggol Waves will be designed for Green Mark Certification incorporating eco-friendly features to achieve energy efficiency, environmental protection, indoor environmental quality and other green features such as use of precast construction methods to reduce wastage, reduction of air and sound pollutants during installation as well as secondary roof system to reduce heat.


PRICING OF NEW FLATS AT PUNGGOL EMERALD AND PUNGGOL WAVES

To keep public housing affordable for first-time homebuyers, new HDB flats are priced below their equivalent market prices. The market prices take into account the prices of resale flats in the area, adjusted for factors such as location, flat attributes, project design and prevailing market conditions, as determined by professional valuers.

The selling prices for the flats (applicable to SC/SC households only) range from:
Punggol Emerald (JPG 450KB)
    $73,000 to $102,000 for a Studio Apartment;
    $166,000 to $200,000 for a 3-room flat;
    $262,000 to $323,000 for a 4-room flat; and
    $333,000 to $403,000 for a 5-room flat

Punggol Waves (JPG 319KB)
    $150,000 to $186,000 for a 3-room flat;
    $243,000 to $301,000 for a 4-room flat; and
    $330,000 to $385,000 for a 5-room flat

The pricing details and resale comparables for Punggol Emerald and Punggol Waves are in Annexes A and B.

Eligible first-timers with a monthly household income of $5,000 or less can apply for the Additional CPF Housing Grant (AHG) of up to $40,000, which can be used to offset the initial down-payment.

First-time flat buyers are estimated to use 24% to 25% of their monthly household income to meet their monthly loan payments for flats in Punggol Emerald and Punggol Waves (details are in Annex B (PDF 41KB)). This is well within international affordability benchmarks of 30%. A 4-room unit priced at $285,000 requires a monthly instalment of about $1,027. A family with a household income of $4,200 can service this mainly from their CPF contributions and a small cash outlay of $61.


REINFORCING THE PRIVILEGES OF CITIZENSHIP

As announced in Mar 2010, to reinforce the privileges of citizenship and encourage SPRs to take up citizenship, first-timer households comprising a Singapore Citizen (SC) and a Singapore Permanent Resident (SPR), i.e. SC/SPR households, will have $10,000 of their housing subsidy withheld when they purchase a new HDB flat or a resale flat with the CPF Housing Grant. For new flats, they will have to pay a $10,000 premium on top of HDB’s selling price, with effect from the March 2010 BTO exercise. This withheld subsidy will be restored when the SPR family member takes up citizenship or if the couple has an SC child while still in ownership of that flat. Eligible households can apply to HDB within 6 months of the change in household citizenship status to claim the $10,000 Citizen Top-Up via CPF.

UPCOMING SALES LAUNCHES

HDB will ensure an adequate supply of new flats to meet housing demand. From May to September 2010, HDB will launch another 7,400 BTO flats, bringing the total number of flats launched in the first three quarters of 2010 to about 12,000. The upcoming projects will have a good geographical spread, covering areas such as Bukit Panjang, Jurong West, Sengkang, Yishun and Woodlands. The BTO supply will be supplemented by flats under the Design, Build and Sell Scheme (DBSS), with the tender for a site in Yishun with estimated yield of about 700 units to close on 18 May 2010.

Households with monthly incomes $10,000 and under can look forward to more EC units for sale by private developers as HDB has recently awarded tenders for two EC housing sites in Sengkang and Yishun with a combined yield of about 900 units. Another Executive Condominium (EC) housing site at Sengkang East Avenue/Buangkok Drive with a potential yield of 465 units is currently being tendered, while an EC site in Punggol with a potential yield of 615 units will be put up for public tender in early May 2010.

With today’s launch at Punggol Emerald and Punggol Waves, HDB would have offered for sale to the public a total of 5,082 new flats under the BTO in the first four months of this year. For May 2010, flat buyers can look forward to the launch of 1,100 BTO flats in Yishun and Jurong West. More details will be provided at their launch.
