Punggol Point Walk waterfront destination launched

Punggol Point Walk.
SINGAPORE: Visitors to fishing spots along the coast of Punggol will now have better access to the area with the opening of the 1.2-kilometre Punggol Point Walk.

It's the second zone to be opened as part of the S$16.7 million Punggol Promenade.

When fully completed next year, the 4.9 kilometre-long waterfront promenade will connect two recreational clusters along the north eastern coast of Singapore.

Lee Howe Ming, executive architect of Conservation & Urban Design Group at Urban Redevelopment Authority, said: "What we are trying to do is to really bring people back to Punggol Point, make it as a recreational node by building this nice park. It's also well connected along the coastline to other recreational options along Punggol such as your My Waterway@Punggol, Lorong Halus Wetlands "

Visitors to Punggol Point Walk will not only enjoy the seabreeze from the viewing deck but also take in the panoramic views of the Straits of Johore.

The deck, which marks the end of Punggol Road, can hold some 300 people and also serves as a shelter to users of the jetty.

There's also a giant lily pond, a children's playground and an events plaza at Punggol Point Walk.

Footpaths and cycling tracks will link up with park connectors along the Punggol and Serangoon Reservoirs, forming a continuous 17 -kilometre loop around north-eastern Singapore.

When the last stage of the promenade, the Nature Walk measuring 2.5km, is completed early next year, the public can make their way from Riverside Walk in Punggol East to the Sengkang Riverside Park.

Lee Howe Ming said: "Punggol Point Walk is just one of three segments of Punggol Promenade. So when the entire Punggol Promenade is open early next year, it will also be connected to park connectors that will run along Punggol and Serangoon reservoirs.

"So eventually all this will link up to form a north eastern park connector, a network loop, so that's about 17 kilometres.

"And this will also be connected in the future to the round island cycling routes, so that's about 150 kilometres."

"Singapore is a small island but by doing all these park connectors we're giving a lot more recreational options to residents in Singapore."

There'll also be a soon-to-be opened horse riding school at Punggol Point.

A site has also been reserved at Punggol Point Walk for F&B outlets in the future.

"We hope that Punggol Point Walk will offer respite from the hustle and bustle of city life to the residents in Punggol and allow visitors of all ages to relax and soak in the idyllic atmosphere," said URA Chief Executive Officer, Ng Lang.

"This latest recreation destination is a collective effort from the project team, leaders and residents from the grassroots and constituency, the agencies from the public sector and supporters from the private sector."

The Punggol Promenade is the latest in a series of improvement projects that the URA has undertaken to enhance the living environment. Others include the Southern Ridges, the Woodlands Waterfront and the soon-to-be completed Labrador Nature and Coastal Walk.

It is also part of URA's Rustic Coast Proposals, which aims to connect the five coastal areas - Pulau Ubin, Changi Point, Pasir Ris and Coney Island and Punggol Point URA's Parks and Waterbodies and Identity Plans to open up coastal areas and introduce new recreational activities and amenities for residents to enjoy.

'Venice of Punggol' opens

Housing estate Punggol saw a new addition to its facilities today when Prime Minister Lee Hsien Loong officially opened the Punggol Waterway.

Speaking at the opening, PM Lee said he was happy to witness the completion of the waterway, which some call 'Venice of Punggol'.

He recounted how it was a long journey to complete the waterway, after initial plans for Punggol 21 were affected by the Asian financial crisis.

However, the plans for the waterway were revisited and improved after the economy recovered.
PM Lee said in his speech that Punggol Waterway was a central feature of the Punggol 21 Plus plan to transform Punggol into the "Waterfront Town of the 21st Century".

He also said there will be 23,000 families living in Punggol by the end of 2011, with a new commercial hub and town plaza by Punggol MRT by 2015.

The project cements Punggol's claims as Singapore's first 'eco-precinct', where every aspect, from building orientation to solar panels to rainwater harvesting, is based on sustainability.

PM Lee said he hoped Punggol residents would treasure their new surroundings as it was doubtful such a waterway could be built in other estates.

The Government will also be investing $10 billion over the next 10 years in upgrading projects to improve living conditions in older estates like Yishun and East Coast.

He also asked for Singaporeans' support and residents' partnership in these upgrading projects.

Singapore's first solar leasing project kicks off in Punggol

SINGAPORE: Forty-five HDB blocks in Punggol will be fitted with solar panels by the middle of next year, in Singapore's first solar leasing project.

The solar power generated panels will be used to power services in common areas such as lift operations, corridor and staircase lightings, and water pumps.

This makes up 10 per cent of total block usuage.

Private company Sunseap Enterprises will finance the design, maintenance and installation of the two mega-watt peak solar system.

HDB will cover 30 per cent of the start up costs at S$3.28 million, while the remaining costs will be covered by Pasir Ris-Punggol Town Council's monthly payment for solar power, over the next 20 years.

But this will be lower than what the council usually pays for electricity because the price of solar power is at a 1 per cent discount from Sunseap Enterprises.

"At the moment, solar power generation is still likely to be more expensive than generation of energy from the usual power plants. But in time to come we envisage if we can do more of solar power generation, the cost is likely to come down," said Dr Cheong Koon Hean, CEO of HDB.

Punggol ecotown to testbed energy solutions for public housing

SINGAPORE: One block of public housing in Singapore's Punggol eco-town will be a test-bed for environmentally-friendly energy solutions.

The project is a collaboration between Japanese electronics giant Panasonic and government agencies - the Housing and Development Board, the Economic Development Board and the Energy Market Authority.

It aims to get 10 households in the block of HDB flats to participate and may include more homes later.

An integrated energy system will help families reduce their carbon footprint and utilities bill.

Energy-producing solar panels will be fitted on the block of flats and these will power lifts and lighting during the day.

Excess electricity generated by the solar panels can be stored in batteries, which households can tap on for energy at night. This potentially means zero emissions being generated in powering an entire housing block.

In the participating homes, appliances like air-conditioning will be upgraded. Panasonic said it will help households fit new air-conditioning systems at no cost to them.

Low Beng Huat, general manager of regional planning group at Panasonic Asia Pacific, said: "Just by changing the air-con to a more energy-efficient one, which is the inverter model, we already expect around 50 per cent of savings in terms of electricity consumption.

"And this time round, we are going to introduce a new technology, which is Home Energy Management Systems, and also potentially linking up to the smart meters of the potential smart grid in future."

The smart grid is being explored by authorities to enhance Singapore's power network.

Chee Hong Tat, chief executive of Energy Market Authority, said: "Unlike a traditional grid which relies on the passive transmission of electricity from generators to consumers, a smart grid can integrate the actions and responses of connected parties such as the grid operator, utility retailers, businesses and consumers to reap efficiency-savings and other system benefits."

The project will start this year and will run until 2013.

Panasonic said it will approach the households to convince them to participate in the project. Participating households will not incur any cost.

Once participants are on board, physical installation of the system for the project is expected to commence next year.

SBS Transit to add 492 more trips on Sengkang, Punggol LRT

SINGAPORE: SBS Transit will be adding 492 more trips per week to the Sengkang and Punggol LRT systems to cater to the increase in ridership demand.

These will be implemented from Monday, August 8, resulting in shorter waiting times and enhanced travel capacity for commuters.

On the Sengkang West Loop, 34 more trips will be added daily during the weekday peak hours.

In the mornings, between 6.45am and 8.45am, 16 more trips will be operated which will reduce waiting time from the current four minutes to about three minutes.

During the evening peak hours from 6.15pm to 8.30pm, 18 new trips will be added and commuters will find their waiting time reduced to four minutes.

Even the off-peak hours will see shorter waiting time with the addition of 33 new trips per weekday.

On weekends, a total of 47 new trips will be operated throughout the day from 10am to 11pm.

This means 20 extra trips on Saturdays and 27 new trips on Sundays and public holidays.

On the Sengkang East Loop, 12 more new trips will be added a day during the evening peak hours which will reduce waiting time to three minutes, down from the current four minutes.

Similarly, over at the Punggol East Loop, 10 new trips will be operated daily during the morning peak hours to enhance capacity.

Punggol North residents celebrate racial and religious harmony

SINGAPORE: Residents at Punggol North celebrated racial and religious harmony with a street parade at Punggol Field.

Part of the Punggol Field road was closed on Sunday as residents brought celebrations to the streets.

This annual street parade allows residents from different races to learn more about different cultures and beliefs.

This year, some 3,300 people came together to put up a mass Cha Cha dance item in attempt to break a Guinness World Record.

Deputy Prime Minister Teo Chee Hean, who is the MP for Pasir Ris-Punggol GRC, outlined several upcoming developments in Punggol for the residents to enjoy - including Punggol Waterway and Punggol Promenade.

But he said beyond physical facilities, the most important thing is to build a community spirit and have the residents feel that Punggol is home.

Two new reservoirs help boost Singapore's water supply

PUB announced today that they increase the water catchment areas from half to two-thirds of Singapore, together with the Marina Reservoir.

The milestone achievement was celebrated in a ceremony officiated by Dr Vivian Balakrishnan, Minister for the Environment and Water Resources.

Speaking at the ceremony, Dr Balakrishnan said that Singapore is "well on our way to self-sufficiency" with imported water from Johor, NEWater, and desalinated water providing Singapore with a sustainable water supply.

Created by the damming of Sungei Punggol and Sungei Serangoon, the Punggol and Serangoon Reservoirs will collect rainwater from estates and areas within Punggol and Sengkang, and parts of Hougang and Ang Mo Kio.

This is in line with PUB's strategy to create estuarine reservoirs by damming the major rivers to collect and store as much of the 2400mm of rain that it gets annually.

The Minister also urged Singaporeans to play our part to make sure the reservoirs stays clean. He said: "As we look forward to these new developments, it is important to note that we need community support and community participation because we need to keep our areas clean. If you just stopped to think about it, every drop of rain that falls on the ground or lands in our drains, ends up in a reservoir and ultimately in our drinking cups. And that requires all of us to play our part to make sure it stays clean and safe."

Waterfront living in the heartlands

Besides enhancing water supply, residents of Punggol and Serangoon can look forward to waterfront living in the heartlands with a myriad of attractive and lifestyle choices lined up along the banks.

Envisioned as a ‘waterfront town of the 21st century’, Punggol Town will soon become a commercial and social hub, with a 4.2-km waterway that connects both reservoirs running through the estate and town centre.

Located right in the midst of Punggol Reservoir, the ABC Waters project - Sengkang Floating Wetland – links the Anchorvale Community Club to the Sengkang Riverside Park via a bridge on one side, and a boardwalk skimming the water surface on the other. While helping to keep the water clean by natural processes, the wetland also provides a habitat for fish, birds and other wildlife, enhancing the biodiversity there.

Lorong Halus Wetland along Serangoon Reservoir collects and treats water passing through the former landfill, preventing it from flowing into the reservoir. This helps safeguard the quality of water in Serangoon Reservoir.

Like the Sengkang Floating Wetland, the Lorong Halus Wetland is developing into a natural habitat for wildlife over time. Members of the public can also go on the nature trails to learn more about wetland, the plants, and various wildlife that thrive there.

Dr Balakrishnan said: "Punggol Town will also serve as a 'living laboratory' to test bed new ideas and technologies in sustainable development.

"Work on the first Eco-Precinct, named the Treelodge@Punggol, is already underway, with eco-friendly features such as the collection of rainwater to wash common areas and rooftop greening."

SINGAPORE : The Housing and Development Board (HDB) will launch the tender for a residential site at Punggol Field Walk on Wednesday.

Slated for condominium development, the site can potentially yield 550 dwelling units.

It's being released for tender under the Confirmed List of the First Half 2011 Government Land Sales Programme.

Located near Sungei Serangoon, residents will enjoy convenient access within Punggol and around Singapore via the Coral Edge LRT Station which is next to the site.

The land parcel has a site area of over 14,000 square metres, with a maximum gross floor area of over 48,000 square metres.

The site has a lease term of 99 years and the tender will close at 12 noon on September 1.

In a statement, HDB cautions potential residential property buyers to bear in mind the strong supply in the pipeline when making their purchasing decisions.

As of the first quarter, 68,890 private residential units are in the pipeline, comprising supply from projects that were already under construction and those that had been granted planning approval but were not under construction yet.

And 34,270 of these were still unsold as at the end of Q1.

In addition to the supply of private residential units, there are also 4,220 executive condominium (EC) units in the pipeline as at the first quarter.

Largest-ever BTO launch

SINGAPORE: The HDB is offering homebuyers close to 4,000 new flats in six Build-to-Order (BTO) projects launched on Friday - the largest supply of BTO flats in a single launch.

It surpasses the 3,185 BTO flats offered last month.

The BTO projects launched on Friday are at Costa Ris and Golden Lily in Pasir Ris, Punggol Parcvista, Tampines GreenLeaf, Tampines GreenWood, and Woodlands Peak.

At least 95 per cent of the public flat supply will be set aside for first-time buyers.

HDB said Friday's launch offers flats in various locations and sizes to meet the different needs of home-seekers - low-income families, those aspiring for something better, and the elderly.

Prices range from S$76,000 for a studio apartment and from S$335,000 for a 5-room unit.

First-time buyers can take advantage of various housing grants to reduce the cost of owning a new BTO flat.

For instance, households earning up to S$5,000 per month can apply for the Additional CPF Housing Grant (AHG) worth up to S$40,000, which can be used to offset the initial downpayment.

Over and above the AHG, first-timer families earning between S$1,501 and S$2,250 monthly can also apply for the Special CPF Housing Grant (SHG) if they choose to buy a 3-room standard flat in Punggol Parcvista and Woodlands Peak.

With Friday's launch, HDB has released about 12,000 BTO flats in the first five months of 2011. This is more than half of HDB's earlier target of launching 22,000 flats for 2011.

In view of strong demand, HDB is ramping up its flat supply by a further 3,000 flats for this year.

This increases the full-year's BTO supply for 2011 by about 15 per cent, to 25,000 units. This is more than the number of units in Clementi town today.

HDB had announced earlier that 22,000 new BTO flats will be launched this year. All of these will now be launched by September 2011 instead of by the end of the year.

The BTO supply will be supplemented by housing units offered under the Design, Build and Sell Scheme (DBSS) and the Executive Condominium (EC) Housing Scheme.

For 2011, land sites for 4,000 DBSS flats and 4,000 EC units are scheduled for sale.

Commenting on the BTO launch, PropNex corporate communications manager Mr Adam Tan said: "The government has certainly responded to the public's demand for affordable housing, especially for first-time buyers. This is especially so, given that at least 95% of the units, or 3,759 flats, will be set aside for these first-timers."

He noted that Cash Over Valuation or COV prices are bottoming out at around $21,000 "and many first-time buyers will still be priced out of the resale market". Therefore, there will be relief among this group from the bumper crop of BTO flats.

Mr Tan also said the government is heeding the demand from first-time buyers who are asking for more BTO flats in a greater variety of areas. He noted that the six BTO projects are spread out over four estates, namely Punggol , Pasir Ris, Tampines and Woodlands, giving first-time buyers plenty of choices in relatively popular neighbourhoods.

Mr Tan said the projects should see a huge take-up rate from potential buyers as they are in estates which are rather well-developed.

They are also going at prices around 14% to 35% cheaper than similar resale flats in their areas, based on the transactions conducted in the first three months of this year.

"The 3-room flats in Tampines GreenLeaf and Tampines GreenWood, for example, are a whopping 35% cheaper than resale flats in that town," revealed Mr Tan, "and should therefore be very popular with the first-time buyers with a tight budget. For the reason of cost-effective pricing, the flats in Punggol Parcvista and Woodlands Peak should also see high subscription rates, having prices between 25% and 30% cheaper than similar flats in the vicinity."

Propnex also described as bold the move by HDB to offer 15 per cent more BTO flats this year than planned.

HDB launches sale of Punggol EC site

The Housing & Development Board (HDB) has put up an Executive Condominium (EC) housing site at Punggol Way for sale.

The land parcel was released for sale under the Confirmed List of the first half of the Government Land Sales programme.

The 99-year lease site can yield up to an estimated 720 housing units.

The HDB says the land parcel has a site area of about 25,000 sq m, with a maximum gross floor area of around 75,500 sq m.

It added that the site is located in Punggol Town, and is near the Punggol transport hub comprising the LRT, MRT and a bus interchange. Analysts agree that the site is well located.

Mr Nicholas Mak, executive director of SLP International Property Consultants, said: "This land parcel is located only about 700m from the Punggol MRT Station and the future EC development is likely to be popular with home buyers. Although there is another EC project in Punggol that could be launched in the next two months, this tender could still attract four to seven bidders due to its location and proximity to the future Punggol town centre."

The HDB says the new development is expected to be completed in 48 months from the date when the tender is accepted.

Mr Li Hiaw Ho, executive director, CBRE Research, said: "Units in Prive EC, which is further down Punggol Field, were transacted at $660 psf - $715 psf in January-April 2011 period. Units in Austville Residences EC, in Sengkang, were sold at $620 psf - $740 psf over the same period. "We expect the subject site to fetch bids of between $227 million and $244 million with a view to sell the new units at around $700 psf."

The tender will close at 12 noon on July 7.

Overall, the Government has placed 30 sites in this year's first half land sales programme, which can potentially yield more than 14,300 private residential units.

These 30 sites include four Executive Condominium sites and two commercial and residential sites.

SINGAPORE : Just hours after its victory was announced, the People's Action Party's (PAP) Pasir Ris-Punggol Group Representation Constituency (GRC) team was out and about on its thank-you parade on Sunday morning.

Led by Deputy Prime Minister Teo Chee Hean, the team travelled from Pasir Ris East to Punggol South to thank residents for their support.

DPM Teo said: "It is also to bring people together, so that we can move forward after this GE (General Election) to continue to build a strong community. We will be here to serve the residents and we want to work with them for the next five years."

Most were happy to see the Deputy Prime Minister and his team, with some expressing concern for Penny Low, who was using a crutch. When asked about what happened to her leg, she said that she had just had an operation.

Ng Geok Siang, a resident from Pasir Ris-Punggol GRC, said: "When we have a problem, we go and see Penny Low at the RC, and she really helps us, so I think it is good that PAP has won.

"I need to apply for a new flat after two-and-a-half years, but we have some trouble with...applying for the flat, so I approached her for help. So she helped me."

And despite winning 64.79 per cent of the votes against the Singapore Democratic Alliance's 35.21 per cent, Mr Teo has said that his team would do its best to listen to residents' needs and meet their expectations.

SINGAPORE: Residents in Pasir Ris—Punggol can look forward to more lift upgrading and carparks.

These are just some of the projects Deputy Prime Minister Teo Chee Hean put forward at the unveiling of the Pasir Ris—Punggol GRC 5—year development plan.

Mr Teo said the plan will focus on five key themes — family, youth, parents, home and community.

Mr Teo also revealed that the Pasir Ris—Punggol GRC and Punggol East single—seat constituency will share one town council, if the PAP candidates are elected in the coming polls.

And Mr Michael Palmer, the PAP candidate for the newly—carved out constituency of Punggol East, will chair the shared town council.

When asked about the contest in Pasir Ris—Punggol GRC for the coming polls, Mr Teo said he had not seen much of the opposition.

He said: "We are working on the premise that we will have a contest. We quite frankly have not seen a lot of the opposition party that says it wants to contest; we have not seen a lot of them. But we do expect contest; we have had contest before in Pasir Ris—Punggol GRC, and we think it is a useful thing to allow our residents to have the opportunity to make a choice."

The Singapore Democratic Alliance (SDA) had earlier indicated its interest to contest Pasir Ris—Punggol GRC.

Tiong Seng wins S$192m contract from HDB

SINGAPORE : Mainboard-listed construction group Tiong Seng Holdings has won a S$192 million contract from the Housing and Development Board (HDB) for the construction of Waterway Terraces in Punggol West.

The building contract includes construction of electrical substations, car parks, a mini-market and ancillary shops, an education centre, child care centre, residents' community centre, student care centre, a green rain garden, linkways and related civil engineering works, the company said.

The 1,072-unit Waterway Terraces forms part of HDB's three projects launched in June 2010, and is an award-winning "First Waterfront Housing" project situated along the Punggol Waterway.

The project is designed with eco-friendly features in line with HDB's plans to develop Punggol into an eco-town.

Waterway Terraces has already been conferred the Green Mark (Platinum) Award for its eco features.

Tiong Seng said works on the project will commence in April 2011 and is expected to be completed by September 2014.

There will also be more courses and activities which cater to the lifestyle and needs of the residents of all ages in Punggol.

GE: Opposition welcome, say Pasir Ris-Punggol MPs

SINGAPORE: Two MPs of Pasir Ris-Punggol Group Representation Constituency (GRC) have welcomed the possibility of a contest in their wards for the General Election.

Mr Michael Palmer and Mr Charles Chong said they believe the presence of the opposition would inject some excitement.

On the sidelines of a community event, Mr Michael Palmer and Mr Charles Chong were asked about the possibility that the Singapore Justice Party could be fielding Mr Desmond Lim.

Mr Lim has been reported to be interested in the newly-created single-member ward of Punggol East, which is currently part of Pasir Ris-Punggol GRC.

Mr Chong said such a move would be good for residents.

"We welcome him contesting in the GRC. That will give our residents all the opportunities to vote," Mr Chong said.

"Some of the residents in the constituencies had never had a contest. They feel a bit deprived."

Meanwhile, Mr Palmer said he believes the PAP team would benefit from a contest.

"General election can be very dull if you're not contested in a General Election -- and various things happen when you are actually contested," Mr Palmer said.

"You get a sense of the ground, you get a sense of the support you have; whether the work that you have been doing has counted."

Mr Palmer said while he does not underestimate the opponent, he remains quietly confident and would continue to work hard to win.

The MPs made the comments on Saturday after the launch of the Lorong Halus Wetland and riverfront promenade by Deputy Prime Minister Teo Chee Hean.

Commenting on the wetland, Mr Teo said: "We always think Singapore is a very small island with not much recreational space, so I'm really delighted that we have this wonderful new wetland and a waterside walkway".

National water agency PUB said the wetland, formerly a landfill, will provide opportunities for recreation, research and education.

The project is part of its Active, Beautiful, Clean Waters Programme.

Residents in the north east can also look forward to new facilities for sports and recreation, and even a golf driving range.

Mr Teo said residents can look forward to new facilities, such as Sengkang general hospital and polyclinic.

"It will serve all our residents in this area. And in the future, we'll also look forward to the sports complex and the SAFRA club house coming up as the population builds up," Mr Teo said.

Mr Teo was also asked if the two army generals -- Chan Chun Sing and Tan Chuan-Jin -- who are leaving the Singapore Armed Forces are likely to become PAP candidates.

His reply: "No comment".

SINGAPORE - Residents in the fast-growing Sengkang and Punggol areas will be served by a new hospital and an additional polyclinic.

Opening in 2020, the Sengkang hospital - which will likely have between 500 and 600 beds - will be the third new hospital to be up-and-running in a decade, following the opening of Khoo Teck Puat Hospital last year and the scheduled opening of the Jurong Hospital in 2014.

On Friday, Health Minister Khaw Boon Wan announced substantial investments in the healthcare infrastructure, including a S$50-million upgrade of polyclinics at Ang Mo Kio, Bedok, Geylang, Tampines and Yishun over the next five years. A new polyclinic will also be built in Punggol.

On the new hospital in Sengkang - which will have a community hospital adjoining it - Mr Khaw said he has tasked SingHealth to assemble a "young outstanding team" to take charge of the project and will "challenge them" to build a better hospital than Khoo Teck Puat Hospital and the one in Jurong, "measured from the patients' point of view".

The new hospital will be located beside Cheng Lim LRT Station and within walking distance of Sengkang MRT Station.

With this addition to the healthcare landscape, a hospital will be within 30 minutes of every patient, said Mr Khaw.

Mr Khaw added that eight polyclinics have already been upgraded in the past five years and, while waiting time remains a problem for walk-in cases without appointments, it is now "manageable" for those with appointments.

The upgraded polyclinics are now paperless and have multi-disciplinary teams. They are also piloting tele-ophthalmology for patients with eye disease, helping to cut unnecessary referrals to a hospital ophthalmologist, said Mr Khaw.

The Health Minister also revealed that the 700-bed Jurong general hospital will be renamed the Ng Teng Fong Hospital, after the family of the late property mogul and founding chairman of Far East Organization donated S$125 million to the institution.

In a statement on Friday, the late tycoon's son, Mr Philip Ng, who is also the company's chief executive, said: "This gift serves to give back to the Singapore community as well as to leave a lasting memory of him ... We're certain that this development will bring quality healthcare closer to the community and help develop medical capabilities for future generations."

The donation will be used to set up the JurongHealth Fund for needy patients and for research, staff education and facility enhancements, said JurongHealth chief executive Foo Hee Jug.

Punggol Sea Sports Club
