Winning Design for Punggol Waterfront Housing Design Competition

Winning Design for First Public Housing Project along Punggol Waterway

Group8asia, an international architectural firm has emerged as the winner of HDB’s Punggol Waterfront Housing Design Competition. In partnership with local design firm Aedas, they will set the benchmark for the first public housing parcel along the Punggol waterway.

Minister for National Development, Mr Mah Bow Tan, announced the winner of the Punggol Waterfront Housing Design Competition at the HDB Awards Ceremony today.

More than 100 firms participated in the competition, half of which were foreign firms from as far as Spain, the Netherlands, Japan and Hong Kong.



Punggol Waterfront Housing Design Competition

The two-stage design competition was launched in December 2008 to generate fresh, innovative and new design ideas for high-rise public housing along the waterway. Participating firms were required to incorporate new sustainable development concepts and features to realise the theme “Green Living by the Waters”.

The first stage required participating firms to propose urban and new architectural concepts for the housing district. The top five firms were then short-listed for Stage Two, where they further developed their design concepts proposed in Stage One into a more thorough and implementable architectural design that included landscaping and other detailing.


Interesting Forms, Livable Concepts

The winning design by group8asia and Aedas stood out from the rest for its sky terrace concepts, with spaces for roof gardens. The design enabled a large proportion of units to enjoy scenic views of the waterway. Other winning attributes include:-

· Resort-like design of the development;
· Functional and workable layout of site;
· Visually pleasant and refreshing housing forms that could be replicated along the waterway.

Singaporeans can look forward to the launch of the award-winning development in mid-2010. Comprising 1,200 units, the development offers residents an eco-friendly housing experience by the waterway. Residents will enjoy resort-style housing, which leverage on the attractions of the waterway and the promenade. It is expected that the project will be constructed and maintained, at a cost comparable to other public housing developments in Singapore – in the spirit of providing quality public housing at affordable prices.


Good Progress in Punggol

The Remaking Our Heartland (ROH) plans for Punggol continues to take shape. The Punggol Waterway will be completed by end-2010. When completed, Singaporeans will be able enjoy many activities along the waterway – from water sports (eg. kayaking) to a leisurely stroll along the promenade of the waterway.


Exhibition

HDB will hold an exhibition on the Punggol Waterfront Housing Design Competition at the HDB Hub from 11 to 22 Nov 09. The exhibition will then move to the Punggol 21+ Gallery (next to Punggol MRT Station) from 26 to 29 Nov 09. The exhibitions will serve to provide updates on the development plans for Punggol and as a platform for public consultation and engagement.


ABOUT THE COMPETITION

HDB organized “Shaping My Punggol” exhibition in May 2008 as part of the overall Remaking Our Heartland Plans for Punggol Town. One of the strategies for Punggol is to introduce more housing choices. On 12 Dec 08, HDB launched the Punggol Waterfront Housing Design Competition for the first public housing parcel along Punggol Waterway. This marked an important milestone in the remaking plans for Punggol to realise its vision of “A Waterfront Town of the 21st Century".


COMPETITION OBJECTIVES

a) To generate fresh, innovative and new design ideas for high-rise public housing along the waterway;
b) To secure the best housing design and concept for the first waterfront parcel; and
c) To introduce new Sustainable Development concepts and features to realise the theme "Green Living by the Waters".


SCOPE OF COMPETITION

The competition was held in two stages:

Stage One

In Stage One, participating firms had to propose a local masterplan, the urban design concepts and new architectural concepts for the Housing District West (total area is approximately 26.6 hectares). Firms had to include the following uses within this housing district: residential, common green, educational institutions, religious sites and petrol station.

Stage 1 of the competition closed on 17 April 09.

Stage Two

5 firms were short-listed to advance to Stage Two, where they were required to form their own multi-disciplinary teams to further develop the design concepts proposed in Stage One into a full architectural design solution. The area to be designed and developed is approximately 4.9 hectares, comprising Parcel A (1.8 hectare), Parcel B (2.7 hectare) and a common green (0.4 hectare).

Stage 2 of the competition closed on 11 Sep 09.
